Exchange outage events occur when a venue's matching engine, API, or connectivity degrades for a material period. During an outage, stale quotes persist, cancels fail, and the effective spread can blow out to multiples of normal. These events are instructive precisely because the price dislocation is not driven by information; it is a pure liquidity artifact that tends to mean-revert once the venue reconnects.
